OKMULKE, Oklv. – The Muscogee (Creek) Nation National Council held the monthly Business, Finance and Justice Committee session at the Mound Building on June 18.
Passed legislation is subject to full council approval during the regular session.
The committee addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 24-061 A Tribal Resolution of the Muscogee (Creek) Nation repealing TR 19-076, which was a Tribal Resolution of the Muscogee (Creek) Nation to suspend all Special Appropriations and Donations was postponed indefinitely by the committee. It was previously put forward on May 9, but was postponed. The resolution was sponsored by Representative Robyn Whitecloud of the Okmulgee District. It was postponed indefinitely with a vote of 4-0.
If eventually adopted, this resolution will allow the Muscogee (Creek) Nation to resume receiving special donations and funding.
TR 24-076 A Tribal Resolution of the Muscogee (Creek) Nation authorizing the Principal Chief to execute a third amendment to revolving loan and security agreement with BOKF, NA dba Bank of Oklahoma was passed by the committee. The resolution was sponsored by Representative Nelson Harjo of the Okmulgee District and co-sponsored by Representative Robert Hufft of the Tulsa District. It passed with a vote of 4-0.
If adopted, this resolution will add a third amendment to the pre-existing agreement with Bank of Oklahoma and Bank of Oklahoma Financial.
TR 24-077 A Tribal Resolution of the Muscogee (Creek) Nation amending TR 22-122 (A Tribal Resolution of the Muscogee (Creek) Nation authorizing the Executive Branch to prepare and submit grant applications to federal and state governmental agencies and private foundations for both FY 2023 and FY 2024 and authorizing the Principal Chief to execute all necessary grant documents) was passed. The resolution was sponsored by Representative Dode Barnett of the Creek District. It passed with a vote of 4-0.
If adopted, this resolution would allow the tribe to submit applications for grants and accept grant money quicker than it would otherwise.
NCA 24-071 A law of the Muscogee (Creek) Nation amending MCNCA Title 14 § 1-203 entitled “Minimum qualifications” was put forward. It was previously put forward on May 9, but no action was taken on it. The resolution was sponsored by Rep. Barnett. It passed with a vote of 3-2, with Representative Patrick Freeman Jr of the Creek District and Representative Sandra Golden of the Okfuskee District voting against it.
If adopted, this law would allow the Muscogee (Creek) Nation to hire competent attorneys for the positions of Prosecutor and Assistant Prosecutor. Candidates can come from outside of the state of Oklahoma, however they must be in good standing with the MCN Bar Association.
