Sponsorship of various organizations approved

OKMULGEE, Okla. — A Muscogee (Creek) Nation National Council Health, Education and Welfare Committee meeting was held June 5 at the Mound Building in Okmulgee.

HEW addressed the following legislation, the interpretation of which is attributed to language in the bills:

TR 17-075 Authorizing the principal chief to execute an agreement between MCN and Aetna Health Inc. Rep. James Jennings sponsored the resolution, which passed 3-0.

The MCN Department of Health would like to work with the company to provide physicians and medical staff. The provider agreement between MCN and Aetna Health contains provisions that would waive the MCN’s sovereign immunity by MCN agreeing to be bound to binding arbitration or other permitted legal proceedings in certain instances.

TR 17-076 Authorizing the principal chief to execute a U.S. Foods customer account application on behalf of MCN Medical Center, Jennings sponsored the resolution, which passed 3-0.

MCNMC would like to switch from Sysco to U.S. Foods.

MCNDH Secretary Shawn Terry said switching accounts would save the medical center about $14,000 a year.

TR 17-078 Confirming the nomination of Elizabeth Yahola to serve on the MCN Citizenship Board. Rep. Dode Barnett sponsored the resolution, which passed 3-0.

The principal chief nominated Elizabeth Yahola to serve on the Citizenship Board. The term will begin upon confirmation and will end June 1, 2022.

TR 17-079 Authorizing the principal chief to execute a standard fire alarm sales, monitoring, inspection and services contract at the Eufaula Dormitory site. Barnett sponsored the resolution, which passed 3-0.

MCN wants to execute a contract with Absolute Security, Fire & Design Inc., to provide necessary and vital fire safety mechanisms at the Eufaula Dormitory in order to secure the health and safety of its students and employees.

TR 17-080 Authorizing the principal chief to execute an order for and service agreement between MCN and Childplus. Barnett sponsored the resolution, postponed indefinitely.

TR 17-083 Confirming the nomination of Eugenia Tiger to serve on the MCN Election Board. Jennings sponsored the resolution, which passed 3-0.

The principal chief nominated Eugenia Tiger to serve on the Election Board- position 1. Upon confirmation, she will begin her term which ends May 31, 2022.

NCA 17-075 Amending MCN Code Annotated Title 11, 6-303, titled, ‘Audits.’ Barnett sponsored the amendment, which was postponed indefinitely.

Title 11 would be amended to read, ‘MCN Chartered Communities will have an audit annually of any financial resources of the chartered community’s enterprises or community business for fiscal period 2016 and every fiscal year thereafter.

The expense of such audit shall be the responsibility of the community and paid for by community business funds. The audit shall be completed within 120 days after the end of the fiscal year audited.

All chartered communities shall be required to prepare an annual financial summary report to the principal chief and Council.’

NCA 17-084 Authorizing the expenditure of $15,000 for the benefit of the MCN Tobacco Prevention Program and further authorizing reimbursement of expenditures from sub-award grant funds from the Southern Plains Tribal Health Board. Barnett sponsored the amendment, which was passed 3-0.

Authorization from the Council is required to expend funds necessary to administer the American Indian adult tobacco survey in compliance with Good Health & Wellness in Indian Country grant.

NCA 17-085 Authorizing a $10,000 donation to the City of Checotah. Rep. Rufus Scott sponsored the amendment, which passed 3-0 and will be forwarded on to the BFJ committee for the funding source.

The City of Checotah is requesting financial assistance to their parks and recreation department in order to build t-ball fields at the Checotah Sports Complex.

NCA 17-086 Authorizing a $10,000 donation to sponsor the United National Indian Tribal Youth (UNITY) 2017 National Unity Conference. Barnett sponsored the amendment, which passed 3-0 and will be forwarded on to the BFJ committee for the funding source.

UNITY requested a donation to sponsor their national conference in July.

NCA 17-087 Authorizing a donation to the American Heart Association for the Go Red for Native Women Conference. Jennings sponsored the amendment, which passed 3-0. The legislation will be forwarded on to the BFJ committee for the funding source.

The Go Red For Native Women conference is a meeting of Native women to learn about heart health and how it impacts family.

AHA is requesting a donation amount which exceeds the $5,000 donation amount they are eligible to receive.

NCA 17-088 Amending MCNCA Title 18, titled, ‘doctorate degree program’ to assist Muscogee (Creek) citizens pursing doctoral degree under the existing post-graduate program. Barnett sponsored the amendment, which passed 3-0.

The MCN Higher Education Department averages between 70-80 Muscogee (Creek) doctorate level scholars that utilize the program.

Higher Education will pay for tuition, books and fees that are necessary up to $14,000 a year, $7,000 per semester and the amount of the award will be determined by the needs analysis.

NCA 17-089 Authorizing a $10,000 donation to the National Indian Child Care Association. Barnett sponsored the amendment, which passed 3-0 and will be forwarded on to the BFJ committee for the funding source.

The NICCA requested a sponsorship for the biennial conference that is in September.

Rep. James Jennings was excused.

All passed legislation will go before the full Council during the regular session June 17.
