Secretary of Interior Affairs nomination fails

OKMULGEE, Oklahoma — A regular session of the Muscogee (Creek) Nation National Council was held Sept. 29 at the Mound Building in Okmulgee.

The Council addressed the following legislation, the interpretation of which is attributed to the language in the bills:

TR 18-100 Authorizing the principal chief to execute a memorandum of agreement between MCN and Okmulgee County, Oklahoma for the Mission Street and State Highway 56 intersection safety improvement project. Rep. Del Beaver sponsored the resolution, which passed 14-0.

TR 18-101 Authorizing the principal chief to execute a letter of completion with the Indian Health Service, the City of Henryetta and MCN. Del Beaver sponsored the resolution, which passed 14-0.

TR 18-102 Authorizing the principal chief to execute a memorandum of agreement with IHS and the town of Dustin for project OK 18-V41, which will provide satisfactory community water storage facilities for the homes within the town of Dustin, Hughes County, Oklahoma and served by the town’s public water system. Rep. Mark Randolph sponsored the resolution, which passed 14-0.

TR 18-103 Authorizing the principal chief to apply for trust status for Housing Department property located in Okfuskee County, Oklahoma. Randolph sponsored the resolution, which passed 14-0.

TR 18-104 Authorizing the principal chief to execute a memorandum of understanding between MCN, Cherokee Nation, Eastern Band of Cherokee Indians, the United Keetoowah Band of Cherokee Indians and the U.S. Department of Agriculture, Forest Service, Chattahoochee-Oconee National Forests. Randolph sponsored the resolution, which passed 14-0.

TR 18-105 Confirming the nomination of Randall Hothouse to serve as the Secretary of Interior Affairs of MCN. Rep. Darrell Proctor sponsored the resolution, which failed 6-8 with Reps. Pete Beaver, Del Beaver, Patrick Freeman, Randall Hicks, James Jennings, Rufus Scott, Travis Scott and Thomasene Yahola-Osborne voting against it.

TR 18-106 Establishing tribal membership in the National Congress of American Indians. Rep. David Hill sponsored the resolution, which passed 14-0.

TR 18-107 Approving beer sales on property located in Wagoner County, Oklahoma. Rep. Johnnie Greene sponsored the resolution, which passed 14-0.

TR 18-108 Authorizing the principal chief to enter into a multi-year funding agreement with the U.S. Department of the Interior Bureau of Indian Affairs for fiscal years 2019-2021. Hill sponsored the resolution, which passed 14-0.

TR 18-109 Authorizing the principal chief to submit an application for the U.S. Department of Justice Tribal Access Program. Hill sponsored the resolution, which passed 14-0.

TR 18-110 Authorizing the principal chief to execute a Credit Builders’ Alliance Data Services Agreement and additional necessary and related documents with Equifax, Experian and TransUnion for the benefit of MCN’s Mvskoke Loan Fund. Travis Scott sponsored the resolution, which passed 14-0.

TR 18-111 Approving beer sales at the Twin Hills Indian Community convenience store plaza. Jennings sponsored the resolution, which passed 14-0.

TR 18-112 Approving beer sales at the Checotah Creek Indian Community smoke shops. Proctor sponsored the resolution, which passed 14-0.

TR 18-113 Approving beer and liquor sales on property located in Okmulgee County, Oklahoma. Jennings sponsored the resolution, which passed 14-0.

TR 18-114 Authorizing the principal chief to execute a certain “Clover Go Services Agreement,” TransFund merchant services “Merchant Agreement” and TransFund merchant services “Data Protection Service Addendum to Merchant Agreement” for the benefit of MCN departments who wish to use mobile processing of credit cards. Hill sponsored the resolution, which passed 14-0.

TR 18-115 Authorizing the principal chief to execute a certain owner’s representative agreement with Onefire Property Management LLC for the benefit of MCN. Hill sponsored the resolution, which passed 14-0.

NCA 18-132 Authorizing the expenditure of $10,000 from The Institute of Museum and Library Services for the FY 2018 Native American Library Services Basic Grant award for the College of the Muscogee Nation. Jennings sponsored the amendment, which passed 14-0.

NCA 18-133 Authorizing a $5,000 donation to sponsor the Central Oklahoma American Indian Health Council, Oklahoma City Indian Clinic’s 14th annual Red Feather Gala. Jennings sponsored the amendment, which passed 14-0.

NCA 18-134 Amending MCN Code Annotated Title 18, section 2-102, titled ‘Higher Education: Tribal Grants’ and section 2-103, titled ‘Higher Education: Incentive Grants.’ Jennings sponsored the amendment, which passed 14-0.

NCA 18-136 Amending MCNCA Title 11, Chapter 3, titled ‘AnnualFunds for Operational Costs, Economic Development and Social Service Programs of Chartered Communities.’ Del Beaver sponsored the amendment, which passed 8-6 with Travis Scott, Freeman, Hicks, Hill, Hufft and Yahola-Osborne voting against it.

NCA 18-137 Authorizing a $50,000 donation to the to the Smithsonian National Museum of the American Indian for the creation of the National Native American Veterans Memorial. Jennings sponsored the amendment, which was postponed for one month.

NCA 18-138 Authorizing a $750,000 supplemental appropriation for the MCN Office of the Attorney General’s FY 2018 budget. Rep. Adam Jones sponsored the amendment, which passed 11-3 with Travis Scott, Hicks and Hill voting against it.

NCA 18-139 Authorizing a $2,000 donation to Donnie Condit, a political candidate. Jones sponsored the amendment, which passed 11-3 with Hill, Hufft and Randolph voting against it.

NCA 18-140 Authorizing a $2,000 donation to Donnie Kouplen, a political candidate. Hill sponsored the amendment, which passed 8-6 with Del Beaver, Hicks, Hufft, Freeman, Randolph and Yahola-Osborne voting against it.

Rep. Joyce Deere was excused.
