Department requests authority to operate Country Club during LNC

Nation enters into agreement with IHS

OKMULGEE, Oklahoma — A Muscogee (Creek) Nation Council Land, Natural Resources and Cultural Preservation Committee meeting was held Oct. 10 at the Mound Building in Okmulgee.

All legislation passed during the session will go before the full Council Oct. 28 for vote. Mvskoke Media will provide coverage of this session.

LNC addressed the following legislation, the interpretation of which is attributed to language in the bills:

TR 17-137 Authorizing the principal chief to execute a memorandum of agreement with Indian Health Service for Project OK 17-E88 which will provide domestic water supply and adequate wastewater disposal facilities for 19 new, like new or renovated to like new Native American-owned homes in Creek, Hughes, Mayes, McIntosh, Muskogee, Okfuskee, Okmulgee, Rogers, Seminole, Tulsa and Wagoner counties. Rep. Mark Randolph sponsored the resolution, which passed 4-0.

The tribe wishes to obtain satisfactory domestic water supply and wastewater disposal facilities for 19 homes throughout the MCN jurisdiction. This project will be funded through IHS for $393,000.

TR 17-138 Authorizing the principal chief to execute a memorandum of agreement with IHS for Project OK 17-U77 which will provide water supply and wastewater disposal facilities for 74 existing Native American-owned homes in Creek, Hughes, Mayes, McIntosh, Muskogee, Okfuskee, Okmulgee, Rogers, Seminole, Tulsa and Wagoner counties. Randolph sponsored the resolution, which passed 4-0.

Through Project OK 17-U77, IHS will provide $592,500 and MCN will provide $75,400 to obtain satisfactory water supply and wastewater disposal facilities.

TR 17-139 Authorizing the principal chief to execute a memorandum of agreement with IHS for Project OK 15-X70 which will provide satisfactory water supply for the Deere Family Roundhouse in Okmulgee service unit. Randolph sponsored the resolution, which passed 4-0.

This project will assist in the construction, improvement, installation and rehabilitation of the water supply for the Deere Family Roundhouse. IHS will fund this project.

TR 17-140 Approving the memorandum of agreement between the Nation and IHS for IHS Project OK 14-T77 and authorizing the principal chief to execute an exchange letter of amendment for IHS Project OK 14-T77. Randolph sponsored the resolution, which passed 4-0.

The tribe entered into an agreement with IHS regarding the installation of water supply and wastewater disposal facilities to serve 80 Indian-owned homes within MCN jurisdiction.

TR 17-141 Authorizing the principal chief to execute standing forage management agreements of tribal property. Rep. Thomas Yahola sponsored the resolution, which passed 4-0.

The Nation wants to enter into an agreement with third parties to come onto tribal property in order to harvest and cut standing forage.

TR 17-143 Authorizing the construction of a farm shop at the Dustin Ranch and Hanna Farm. Rep. Darrell Proctor sponsored the resolution, which passed 4-0.

There are three phases for construction of the farm shop at both areas The first appropriation was over $1 million, so it was re-assessed to see if the total could be alleviated.

NCA 17-190 Amending NCA 17-031 (A law of the Muscogee (Creek) Nation authorizing a special appropriation to the MCN Planning and Grants Department for the development of a tribal master site plan for the MCN tribal complex and surrounding properties.) Rep. Del Beaver sponsored the amendment, which passed 4-0.

There was a special appropriation of $516,526 for the development of a tribal master site plan. This plan will not be completed in FY 2017 so an amendment needs to be made so it can be completed outside of the original time frame.

NCA 17-191 Authorizing an appropriation of $21,000 for the purchase of an undivided interest in a 20-acre tract of trust property located in Hughes County. Yahola sponsored the amendment, which passed 4-0.

No bids were received to purchase the property, so the Nation will purchase the property for the appraised value.

NCA 17-192 Authorizing a special appropriation of $9,361 to Hickory Ground Indian Baptist Church #2. Proctor sponsored the amendment, which passed 4-0.

The church received an appropriation for a tractor in 2007, which is still in use. They are asking for assistance to purchase two attachments for the tractor.

NCA 17-193 Authorizing a special appropriation of $3,179.85 to Cedar Creek Baptist Church. Randolph sponsored the amendment, which passed 4-0.

The church is requesting financial assistance from the Nation to purchase a lawn mower.

NCA 17-194 Authorizing a special appropriation of $4,999 to Buckeye Creek Baptist Church. Randolph sponsored the amendment, which passed 4-0.

The church is requesting assistance for the purchase of a lawn mower.

NCA 17-195 Authorizing an appropriation of $116,130 to the MCN Department of Interior Affairs for the development and maintenance of the Okmulgee Country Club and Golf Course. Del Beaver sponsored the amendment, which passed 4-0.

Interior Affairs would be given the authority to operate and manage the Okmulgee Country Club and Golf Course.

Motion was made by Rep. Del Beaver to increase the appropriation from $99,722 to $116,130, which passed 4-0.

NCA 17-197 Authorizing an appropriation of $16,000 for a water line extension at Hanna Farm. Proctor sponsored the appropriation, which passed 4-0.

The funds will be used to get a water line extension for Hanna Farm.
