Legislation to reestablish Mvskoke Media as independent agency passes BFJ
OKMULGEE, Oklahoma — A Muscogee (Creek) Nation National Council Business, Finance and Justice Committee meeting was held Dec. 6 at the Mound Building in Okmulgee.

All passed legislation will go before the full Council during the regular session Dec. 15.
BFJ addressed the following legislation, the interpretation of which is attributed to language in the bills:
TR 18-135 Amending TR 18-099 ‘A tribal resolution of the Muscogee (Creek) Nation creating a Muscogee Business Assessment Committee’. Rep. Robert Hufft sponsored the resolution, which passed 4-0.
TR 18-099 provides the assessment committee with the authority to ‘obtain and review’ all pertinent data pertaining to OneFire, LLC and Muscogee (Creek) Nation Business Enterprises, as well as any entities or subsidiaries under both organizations.
The resolution amends the timeframe and reporting frequency given for the assessments. In addition to providing a written report to the MCN National Council 45 and 90 days from the day of enactment, the revision requires additional reports every 30 days beginning Dec. 15, 2018 until May 15, 2019.
NCA 18-184 Repealing NCA 18-180 ‘A law of the MCN repealing MCNCA Title 49, entitled ‘Mvskoke Media’ and creating a new chapter eleven under MCNCA Title 16, entitled ‘Mvskoke Media’ and amending MCNCA Title 16, Section 1-102 H., entitled ‘Department of Commerce,’ J., entitled ‘Public Relations,’ and K., entitled ‘Independent Statutory Executive Agencies’’ and amending MCNCA title 49, section 2-102, entitled ‘Policy’ and amending section 1-102 entitled ‘Organization of the Executive Office of the Principal Chief. Rep. David Hill sponsored the resolution, which passed 3-2 with Rep’s. Pete Beaver and Adam Jones voting against it .
The amendment repeals NCA 18-180, which removed Mvskoke Media as an independent statutory agency, dissolved Mvskoke Media’s editorial board and placed the department under the Department of Commerce.
NCA 18-184 reinstates Mvskoke Media as an independent agency and reestablishes its editorial board.
NCA 18-197 Authorizing a $200,00 special appropriation to the business assessment committee to hire a financial advisor. Hufft sponsored the amendment, which passed 4-0.
The amendment allows for the business assessment committee to hire a professional financial advisor for the review of all financial data pertaining to MNBE and OneFire, LLC.
NCA 18-198 Authorizing a $15,000 appropriation for the membership fees of the State Chamber of Oklahoma. Rep. Randall Hicks sponsored the resolution, which passed 4-0.
The amendment allows for the Nation to renew its membership in the State Chamber of Oklahoma, which assists members ‘through advocacy, research, legal and communication efforts needed to generate legislative results.’
BFJ approved the funding source for all referred legislation as interest on the Permanent Fund and the Capital Improvement Fund.
