Legislation awaits Principal Chief signature

OKMULGEE, Oklahoma — The Muscogee (Creek) Nation National Council passed NCA 18-184 with a vote of 9-6. Reps. Del Beaver, Patrick Freeman Jr., Robert Hufft, Randall Hicks, David Hill, Thomasene Yahola-Osborne, Mark Randolph, Rufus Scott and Travis Scott voting yes.

The legislation negates the earlier repeal of MCN Code Annotated Title 49, ‘Mvskoke Media’ on Nov. 8 during an emergency session by the Council, which passed 7-6 with Reps. Pete Beaver, Joyce Deere, Johnnie Greene, James Jennings, Darrell Procter, Rufus Scott and Speaker Lucian Tiger voting yes.

NCA 18-180 placed MM in the MCN executive branch under the direction Secretary of the Nation and Commerce.

NCA 18-184 repeals NCA 18-180 in its entirety and would reinstate MM as an MCN independent agency, including reinstatement of the editorial board.

According to MCN Constitution Article 6 section 6, before every bill passed by the Council becomes ordinance, it will be presented to the MCN Principal Chief. If the principal chief approves, he shall sign it but if not, he shall return it with his objections to the Council who ‘shall enter the objections at large on their journal and proceed to reconsider it.’

Principal Chief James Floyd has 10 days to return the bill, excluding Sundays and holidays. If he does not sign the bill, it will become law.

In the event that Floyd decides to veto the bill, the Council would need a 2/3 vote of the full council to override.

    Can you ask the reps that originally supported the repeal why they changed their vote?
