OKMULGEE, Oklahoma — A regular session of the Muscogee (Creek) Nation National Council was held Aug. 26 at the Mound Building in Okmulgee.

Council considered the following legislation, which was addressed as follows:

TR 17-113 Authorizing MCN to confirm the nomination of Leonard Gouge to serve on the MCN Citizenship Board. Rep. Dode Barnett sponsored the resolution, which passed 12-1, with Barnett voting against it.

TR 17-114 Authorizing MCN to confirm the nomination of Lea Ann Nix to serve on the MCN Citizenship Board. Barnett sponsored the resolution, which passed 13-0.

TR 17-115 Authorizing the principal chief to execute an exchange letter amendment for Indian Health Service Project OK 13-T28. Rep. Mark Randolph sponsored the resolution, which passed 13-0.

TR 17-116 Authorizing the principal chief to execute a repatriation agreement with the National Park Service Cumberland Island National Seashore for the reburial of human remains and associated funerary objects at the Cumberland Island National Seashore. Randolph sponsored the resolution, which passed 13-0.

TR 17-117 Authorizing the execution of a master participation agreement between MCN and U.S. Department of Agriculture. Randolph sponsored the resolution, which passed 13-0.

TR 17-118 Authorizing the principal chief to execute a memorandum of agreement between the MCN and Beggs Public Schools. Randolph sponsored the resolution, which passed 13-0.

TR 17-119 Authorizing the principal chief to execute a State of Oklahoma Department of Transportation driveway agreement for the construction of a driveway at the new Duck Creek Indian Community Smoke Shop. Randolph sponsored the resolution, which passed 13-0.

TR 17-120 Authorizing the principal chief to execute a State of Oklahoma Department of Transportation driveway agreement for the construction of a driveway at the new Okemah hospital site. Randolph sponsored the resolution, which passed 13-0.

TR 17-121 Authorizing the repealing of TR 17-050 (Authorizing the principal chief to execute an agreement to purchase for the purchase of real property located in Okmulgee County, Oklahoma). Rep. Darrell Proctor sponsored the resolution, which passed 13-0.

TR 17-122 Authorizing the principal chief to execute an internship agreement with East Central University. Rep. Joyce Deere sponsored the resolution, which passed 13-0.

TR 17-123 Authorizing the approval of absentee counters for the 2017 National Council primary and general elections. Rep. James Jennings sponsored the resolution, which passed 13-0.

TR 17-124 Authorizing MCN to establish tribal membership in the National Congress of American Indians. Rep. David Hill sponsored the resolution, which passed 13-0.

TR 17-125 Authorizing the MCN Gaming Operations Authority Board to execute a design build agreement with I-5 Design Build Inc., for renovations of Duck Creek Casino. Rep. Robert Hufft sponsored the resolution, which passed 13-0.

TR 17-126 Authorizing GOAB to execute an AIA standard form of agreement with Thompson Constuction, Inc. for outside renovations and paving work to MCN Duck Creek Casino. Hufft sponsored the resolution, which passed 13-0.

TR 17-127 Authorizing GOAB to execute advance addendum #2 with Platinum Gaming Ventures, LLC. Hufft sponsored the resolution, which passed 13-0.

TR 17-128 Authorizing the principal chief to request a tribal court assessment from the U.S. Bureau of Indian Affairs Office of Justice Services. Hill sponsored the resolution, which passed 13-0.

NCA 17-135 Amending MCN Code Annotated Title 28, sections 7-101, 7-102, 7-103 and 7-104, titled ‘Tribal Construction Engineer.’ Rep. Del Beaver sponsored the amendment and made a motion to postpone for one month, which passed 13-0.

NCA 17-138 Amending the Constitution of the MCN by referendum vote to replace ‘Muscogee (Creek) Nation’ with ‘Mvskoke Nation.’ Rep. Thomas Yahola sponsored the amendment, which failed 6-7 with Reps. Adam Jones, Johnnie Greene, Deere, Del Beaver, Pete Beaver, Hill and Jennings voting against it.

NCA 17-144 Authorizing an appropriation of $5,000 to help fund the Mvskoke Tribal Child and Youth Coalition fund Estuce Fest. Barnett sponsored the amendment, which passed 13-0.

NCA 17-145 Authorizing an appropriation of $36,069 to help purchase a van for the Mvskoke Honor Guard. Rep. Rufus Scott sponsored the amendment, which passed 12-0-1 with Yahola abstaining.

NCA 17-146 Authorizing a donation of $4,756 to the Oklahoma Wild Bunch Youth Rodeo Association. Jennings sponsored the amendment, which passed 9-4, with Proctor, Randolph, Barnett and Hufft voted against it.

NCA 17-147 Authorizing a special appropriation of $28,000 to a Muscogee (Creek) citizen to assist with purchasing a handicap accessible van. Hufft sponsored the amendment, which passed 13-0.

NCA 17-148 Authorizing an appropriation of $65,625 for expenses related to the transfer of property from the U. S. Army Corps of Engineers to MCN. Proctor sponsored the amendment, which passed 13-0.

NCA 17-150 Authorizing a special appropriation of $4,799 to Wetumka Indian Baptist Church. Rep. Randall Hicks sponsored the amendment, which passed 12-0-1 with Hill abstaining.

NCA 17-151 Authorizing a special appropriation of $4,799.99 to Prairie Springs Indian Baptist Church. Hicks sponsored the amendment, which passed 12-0-1 with Hill abstaining.

NCA 17-152 Authorizing a special appropriation of $4,799.99 to Indian Fellowship Baptist Church. Hicks sponsored the amendment, which passed 12-0-1 with Hill abstaining.

NCA 17-153 Amending NCA 17-064 (Authorizing an appropriation to fund the cost associated with the demolition of MCN property and buildings). Del Beaver sponsored the amendment, which passed 13-0.

NCA 17-154 Authorizing the repealing of NCA 17-058 (Appropriating funds to be used toward the purchase of real property located in Okmulgee County, Oklahoma). Proctor sponsored the amendment, which passed 12-1, with Scott voting against it.

NCA 17-155 Authorizing a donation of $10,000 to sponsor the fourth annual Tulsa Charity Flight Night. Rep. Lucian Tiger sponsored the amendment, which passed 11-2, with Jennings and Deere voting against it.

NCA 17-156 Authorizing a budget modification in excess of 10 percent for the MCN Family Violence Prevention Program. Deere sponsored the amendment, which passed 13-0.

NCA 17-158 Authorizing a donation of $2,000 to political candidate and Muscogee (Creek) citizen Erick Harris. Rep. Tiger sponsored the amendment, which passed 13-0.

NCA 17-159 Authorizing an appropriation of $30,000 for the tribal membership fees of the National Congress of American Indians. Hill sponsored the amendment, which passed 13-0.

NCA 17-160 Authorizing the amendment of MCNCA Title 37, section 2-107 entitled ‘National Congress of American Indians dues.’ Hill sponsored the amendment, which passed 13-0.

NCA 17-161 Authorizing the appropriation of $17,564 to the MCN Ethics Commission for the remaining period of FY 2017. Hill sponsored the amendment, which passed 13-0.

NCA 17-162 Authorizing the amending of MCNCA Title 35, Chapter 6, titled ‘School Clothing Program.’ Jennings sponsored the amendment, which passed 13-0.

Rep. Mitch Jack and Hicks were absent.
