OKMULGEE, Oklahoma — A regular session of the Muscogee (Creek) Nation National Council was held Dec. 15 at the Mound Building in Okmulgee.

The Council addressed the following legislation, the interpretation of which is attributed to the language in the bills:

NCR 18-008 Approving the legal services agreement between the MCNNC and Fletcher Law, PLLC. Rep. Robert Hufft sponsored the resolution, which passed 14-1 with Rep. Mark Randolph voting against it.

TR 18-128 Authorizing the principal chief to execute a Group Booking Agreement with the Choctaw Nation for the 2019 Oklahoma Johnson O’Malley Conference. Rep. Randall Hicks sponsored the resolution, which passed 15-0.

TR 18-129 Authorizing the principal chief to execute a service quotation and terms and conditions with GE Healthcare related to the operation of health facilities. Hicks sponsored the resolution, which passed 15-0.

TR 18-130 Authorizing the principal chief to execute a contract agreement between the MCN and Legal Aid Services of Oklahoma, Inc. for the purpose of providing legal services for the MCN Reintegration Program clients. Hicks sponsored the resolution, which passed 15-0.

TR 18-131 Authorizing the principal chief to execute a Medicare enrollment application with the Centers for Medicare & Medicaid Services. Hicks sponsored the resolution, which passed 15-0.

TR 18-132 Authorizing the principal chief to submit a 2018 Indian Community Development Block Grant application to the Department of Housing and Urban Development. Randolph sponsored the resolution, which passed 15-0.

TR 18-133 Confirming the nomination of Jesse Allen to serve as the Secretary of Interior Affairs of the MCN. Rep. Del Beaver sponsored the resolution, which passed 15-0.

TR 18-134 Authorizing the principal chief to execute a memorandum of agreement with the city of Muskogee for improvements to Hilldale School Road. Randolph sponsored the resolution, which passed 15-0.

TR 18-135 Amending TR 18-099 (a tribal resolution of the MCN creating a Muscogee Business Assessment Committee). Hufft sponsored the resolution, which passed 15-0.

TR 18-136 Confirming the nomination of Jonodev Osceola Chaudhuri to serve as the MCN’s ambassador. D. Beaver sponsored the resolution, which was postponed indefinitely by a vote of 15-0.

TR 18-137 Nominating Jeremy T. Pittman to serve as a District Tribal Court Judge of the Civil District Trial Court Law Division of the MCN. Rep. Travis Scott sponsored the resolution, which passed 15-0.

TR 18-138 Approving an agreement between the Nation and Hawkins, Delafield & Wood, LLP for consulting services for the MCN. Rep. Darrell Proctor sponsored the resolution, which passed 15-0.

NCA 18-184 Repealing NCA 18-180 (a law of the MCN repealing MCNCA Title 49, titled “Mvskoke Media” and creating a new Chapter 11 under MCNCA Title 16, titled “Mvskoke Media” and amending MCNCA Title 16, section 1-102 H., titled “Department of Commerce,” J., titled “Public Relations” and K., titled “Independent Statutory Executive Agencies”) and amending MCNCA Title 49, section 2-102, titled “Policy” and amending section1-102, titled “Organization of the Executive Office of the Principal Chief.” Rep. David Hill sponsored the amendment, which passed 9-6 with Reps. Pete Beaver, Joyce Deere, Johnnie Greene, James Jennings, Adam Jones and D. Proctor voting against it.

NCA 18-185 Authorizing a $5,000 donation to Broken Arrow Public Schools. Hufft sponsored the amendment, which passed 15-0.

NCA 18-186 Authorizing a $5,000 donation to Okemah Public Schools. Scott sponsored the amendment, which passed 15-0.

NCA 18-187 Authorizing a $5,000 donation to Dewar Public Schools. Rep. James Jennings sponsored the amendment, which passed 15-0.

NCA 18-188 Amending MCNCA Title 19, titled ‘Time for conducting new registration transactions,’ ‘Monolingual voters; procedures,’ ‘Watchers; appointment and duties,’ ‘Request for absentee ballot.’ Jennings sponsored the amendment, which passed 15-0.

NCA 18-189 Authorizing a $5,000 donation to Beggs Public Schools. Jennings sponsored the amendment, which passed 15-0.

NCA 18-190 Authorizing a $5,000 donation to Checotah Public Schools. Proctor sponsored the amendment, which passed 15-0.

NCA 18-191 Amending MCNCA Title 32, Chapter 3, titled ‘Surplus tribal property; procedures for disposal.’ Randolph sponsored the amendment, which passed 15-0.

NCA 18-192 Amending NCA 05-094 (a law of the MCN authorizing a supplemental appropriation to GSA/Facilities for the remainder of Fiscal Year 2005 for renovations to tribal buildings). Randolph sponsored the amendment, which passed 15-0.

NCA 18-193 Authorizing a $26,707 donation to the town of Dustin, Oklahoma. Rep. Thomasene Yahola Osborn sponsored the amendment, which passed 14-1 with Randolph voting against it.

NCA 18-195 Authorizing a $4,725 donation to Midway Public Schools. Rep. Randall Hicks sponsored the amendment, which passed 15-0.

NCA 18-196 Authorizing the execution of a proposal from A&M Engineering and Environmental Services, Inc. and appropriating $39,151 for the proposal. Osborn sponsored the amendment, which passed 15-0.

NCA 18-197 Authorizing a $200,000 special appropriation to the Business Assessment Committee to hire a financial advisor. Hufft sponsored the amendment, which passed 14-1 with Randolph voting against it.

NCA 18-198 Authorizing a $15,000 appropriation for the membership fees of the State Chamber of Oklahoma. Hicks sponsored the amendment, which passed 14-1 with Randolph voting against it.

NCA 18-199 Repealing MCNCA Title 16, Chapter 9, titled ‘Muscogee (Creek) Nation Contracting and Employment Support Act’ and creating a new Title 16, Chapter 9, titled ‘Muscogee (Creek) Nation Contracting and Employment Support Act.’ D. Beaver sponsored the amendment, which passed 15-0.

NCA 18-200 Establishing the ‘MCN Ambassador’ in MCNCA Title 25, Chapter 5 and amending MCNCA Title 31, section 3-101 titled, ‘Compensation for certain officers or employees of the MCN.’ Del Beaver sponsored the amendment, which passed 13-2 with Reps. Thomasene Yahola Osborn and T. Scott voting against it.

NCA 18-201 Authorizing a $15,640 donation to the Muscogee Historical and Cultural Foundation. Hill sponsored the amendment, which failed 10-5 with Reps. Rufus Scott, T. Scott, Jennings, Randolph and Yahola Osborn voting against it.

NCA 18-202 Authorizing a $5,000 donation to Paden Public Schools. Jennings sponsored the amendment, which passed 14-0-1 with Hicks abstaining.

NCA 18-203 Approving the comprehensive annual budget for the remainder of FY 2019 and providing for appropriations. Hill sponsored the amendment, which passed 15-0.
