OKMULGEE, Oklahoma — A regular session of the Muscogee (Creek) Nation National Council was held Nov. 17 at the Creek Nation Council House in downtown Okmulgee.

The Council addressed the following legislation, the interpretation of which is attributed to the language in the bills:

TR 18-122 Authorizing the principal chief to execute an Accreditation Services Agreement with the Healthcare Quality Association on Accreditation on behalf of the Department of Health – Pharmacy. Rep. James Jennings sponsored the resolution, which passed 15-0.

TR 18-123 Approving the precinct sites for the 2019 elections. Jennings sponsored the resolution, which was returned to committee by a vote of 13-2 with Reps. Johnnie Greene and Travis Scott voting against it.

TR 18-124Approving the early in-person voting sites for the 2019 elections. Jennings sponsored the resolution, which passed 15-0.

TR 18-125 Authorizing the principal chief to execute a memorandum of agreement with Tennessee Valley Authority and other governmental entities regarding expansion of the a wastewater treatment plant. Rep. Del Beaver sponsored the resolution, which passed 15-0.

TR 18-126Authorizing the principal chief to execute an exchange letter amendment for Indian Health Services Project OK 18-F06. Del Beaver sponsored the resolution, which passed 15-0.

TR 18-127Authorizing the principal chief to execute an Accreditation Services Agreement and Statement of Financial Obligation with Healthcare Quality Association on Accreditation, Inc. Jennings sponsored the resolution, which passed 15-0.

 NCA 18-165 Authorizing the expenditure of $2,525,000 in grant funds awarded from the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration to the MCN Department of Health. Jennings sponsored the amendment, which passed 15-0.

NCA 18-166 Authorizing the expenditure of $449,999 in grant funds for the benefit of the MCN’s Children and Family Service Administration (CFSA) program for the Coordinated Tribal Assistance Solicitation Purpose Area 6: Children’s Justice Act Partnerships for Indian Communities. Jennings sponsored the amendment, which passed 15-0.

NCA 18-167 Authorizing the expenditure of $943,088 in grant funds awarded from the U.S. Department of Justice, Office of Justice Programs to the MCN Department of Health for the MCN Comprehensive Opioid Abuse Site Program. Jennings sponsored the amendment, which passed 15-0.

NCA 18-176 Authorizing the expenditure of $829,952 in grant funds awarded from the U.S. DOJ, Office of Community Oriented Policing Services for the benefit of the MCN’s Lighthorse Police Department for the Coordinated Tribal Assistance Solicitation Purpose Area #1 Public Safety and Community Policing grant. Rep. Robert Hufft sponsored the amendment, which passed 15-0.

NCA 18-177 Authorizing the expenditure of $116,010 of grant funds awarded from the U.S. HHS, Indian Health Service to the MCN Department of Health for the MCN Tribal Management Grant. Jennings sponsored the amendment, which passed 15-0.

NCA 18-181 Authorizing the expenditure of $272,909 of grant funds awarded from the U.S. Department of Housing and Urban Development Veterans Affairs Supportive Housing (HUD-VASH) demonstration program. Rep. Thomasene Yahola Osborne sponsored the amendment, which passed 15-0.

NCA 18-182 Authorizing the expenditure of $3,200 in grant funds awarded from the Department of Treasury, Internal Revenue Services for the benefit of the Mvskoke Loan Fund’s Tax Counseling for Elderly (TCE) grant. Scott sponsored the amendment, which passed 15-0.

NCA 18-183 Appropriating funds to the MLF for the Volunteer Income Tax Assistance (VITA) program. Scott sponsored the amendment, which passed 15-0.
