OKMULGEE, Oklahoma- A Muscogee (Creek) Nation National Council Budget, Finance and Justice committee meeting was held July 18 at the Mound Building in Okmulgee.

All passed legislation will go before the full council during the quarterly session July 27.

BF&J addressed the following legislation, the interpretation of which is attributed to the language in the bills:

NCR 19-002- Confirming Ruth Bible to serve on the Mvskoke Media Editorial Board. Rep. Lucian Tiger III sponsored the resolution, which passed 2-0 with Rep. Travis Scott abstaining.

The resolution names Bible as the National Council’s selection to serve on the editorial board of Mvskoke Media, as required by MCNCA Title 16, Section 11.

NCA 19-089- Appropriating $600,000 to the Mvskoke Loan Fund for lending capital to support commercial and consumer clients. Rep. Adam Jones III sponsored the resolution, which was postponed indefinitely by a 3-0 vote.

NCA 19-090- Authorizing a $2,000 donation to Vision Eufaula. Jones sponsored the resolution, which was postponed indefinitely by a 3-0 vote.

The amendment allows for a donation to Vision Eufaula, a charitable organization dedicated to the revitalization of downtown Eufaula, Oklahoma.

NCA 19-099- Amending MCNCA Title 37, Chapter 4 titled ‘Conflict of Interest.’ Rep. Robert Hufft sponsored the resolution, which passed 3-0.

The amendment will exempt employees of the Nation ‘who possess special skills and services related to law enforcement,’ from MCNCA Title 37 which currently prohibits MCN officers and employees from entering into business contracts with the Nation.

NCA 19-100- Authorizing a $500,000 supplemental appropriation for the Muscogee (Creek) Nation Office of the Attorney General’s FY 2019 budget. Jones sponsored the resolution, which passed 2-1 with Scott voting against it.

The amendment will provide supplemental funds to the Office of the Attorney General due to an increase in litigation involving the Nation.

All referred legislation will be funded with interest on the Permanent Fund and the Economic Development Fund.

Rep. Pete Beaver was absent.
